The Belarus Football Association are demanding that Arsenal pay a lump sum as compensation to Dinamo Minsk for their part in Alexander Hleb's development as a player.
The Belarus FA claim that the Gunners owe Minsk £200,000 and have sent numerous written requests but have not received a response from the North London club (do they know that we've moved stadiums?).
Academy chief Valentin Domashevich said: "We still haven't received any of the money.
"Arsenal, were supposed to transfer the money by December 27 last year, but they haven't done it.
"I'm getting sick of talking about this.
"For some reason, nobody seems to doubt the sense of duty and decency of the English."
FIFA are due to sit on the case later this month but an Arsenal spokesman said last night: "There's no question of us deliberately holding back payment.
"We have had no communication whatsoever from Dinamo Minsk.
"If they call us and supply their bank account details the money will be paid, it is as simple as that."
