I'd be very surprised if this was true, but The People newspaper seem to have direct quotes from Arsène Wenger, criticising Emmanuel Eboue for the dive that earned Arsenal a free-kick.
Wenger does not criticise his players in public, but the article directly quotes Wenger as saying: "It is clear there was no foul.
"I condemn and regret the attitude of Eboue.
"I have always risen up against cheating. Eboue cheated by simulating the foul.
"I detest simulation."
I'm guessing that the story is originally about Wenger criticising cheating, and simulation in particular, and the author re-constructed the story to make it sound as if the Arsenal manager was criticising Eboue.
But the quotes in the article show that Wenger is referring directly to Eboue by name.
If these are not direct quotes, expect libel action to be taken by Arsenal against The People newspaper.

I am a Barcelona fan, but I live in London and Arsenal are my favourite English team. I was disappointed by the ref., but just as much with some of Henry and Wenger's comments. But I will really respect Wenger more if he has finally - after simmering down - slammed Eboue for his dive. Now this is something true sportspersons are made of.

That is OK. Wenger has always said he hates cheating.
So, it just shows he is coherent.
On Eboue… he is young, getting more and more experience, and with this he can learn more on Arsenal spirit of football.
Any way, he was a hero through the Champions, and on a final with so many cheating players on Barcelona (Deco, Ronaldinho, Marquez, Pujol, Van Bommel, etc.), and the referee buying everything from them, I can understand Eboue quite well.

If those comments are correct, then good on you Arsene! Definitely the right thing to say.
