Manager Arsène Wenger has said that no other club would be able to afford the wages currently being paid at Manchester City.
The Eastlands club is trying to offload as many players as possible as it is currently in surplus of new Premier League rules of 25 first team players.
Striker Craig Bellamy could only move to Cardiff City on-loan because the majority of his wages are still being by City, an arrangement that would be deemed crazy for any other business.
Wenger says that under any normal circumstance, clubs would be queueing up to try and snap a bargain, but the wages being commanded by the City players have put that thought out of reach.
He said: "The problem is how do you offload the players now?
"You cannot offload the players when the financial difference between the two clubs is too big because nobody can pay the salaries.
"I don't know how much their goalkeepers have each year. You have to pay the players who go.
"We cannot be surprised because we knew once Abu Dhabi bought City, that at some stage [they would spend big money].
"Don't forget they offered to buy Kaka one and a half years ago. We can't be surprised now if they spend money. In fact we would be surprised if they don't spend money.
"But there must be a plan in it. Mancini is not stupid. He is an intelligent guy and he has his idea behind his buys."
