Dries Mertens and Nainggolan. Not really sure about left-back and goalkeeper at the moment, maybe just put faith back in Szczesny? As for left-back perhaps Bertrand (I know he won't be that popular of a name). In this scenario most of the budget would have been spent on Mertens and Nainggolan so we'd probably have to compromise elsewhere.
Mertens, he's been playing well for a while now... would be a cool little rivalry with Chelsea and Hazard.

Should we make a bid for Defoe? That guy guarantees you goals and he is the only reason why Sunderland have and I think will be avoiding the drop. Guy still has it and keeps himself fit.
I say if he can give us a goal laden season then maybe just maybe we'll win the PL? He has lots of experience of playing in the Prem league and he's a better option upfront than Giroud that's for sure!
It's a shame that Defoe never played for a top club and a bigger shame that's England seem to ignore him in favour of that fraud Harry Kane!
