According to reports, Chelsea have passed up the opportunity of signing PSG youngster Kays Ruiz which has given Arsenal the green light to snap up the teenager this summer.

Ruiz had been linked with a move to Stamford Bridge. However Goal claim the Blues have reached the decision to not sign the midfielder, informing his representatives of that decision as well.

His current deal is set to expire in 2021 while he looks set to be heading for the exit after recently hiring Alain Migliaccio as his agent.

The youngster joined Barcelona’s famed La Masia academy at the age of seven, but was later released in 2014 along with several others after the Spanish champions breached FIFA regulations regarding the transfer of players under the age of 18.

Following Chelsea’s refusal, Arsenal are next in line to sign the 17 year-old. Mikel Arteta’s side could still have Borussia Dortmund and Marseille to fight off, but it looks like he could end up at one of those clubs.
