Who employed the upper management and put them in place.It's not the owners though is it? Upper management, maybe.
They've spent comparable sums to Man City in recent years. Whoever's manager gets backed. They should be challenging for the title pretty much every season. They've bought average players or decent players who don't fit into the structure they want to implement.
There's just no structure in place or guidance from upper management. It's not like the Glazers are telling them who to buy.

Expectations are so high at United largely because of their fans that they have been unable to make decisions to construct the groups to provide the structure they desperately need. We were never signing him to start over Gabriel… he would have been inverted LB… i prefer zinny for his technical ability but lisandro would have been better defensively
