They know West Ham has the money and they know that they have little time to find a replacement for Rice (if the competition starts, nobody will sell their assets without huge inflated price tag).

So West Ham screwed themselves by doing difficult with the sale of Rice. They could have taking a lower fee but had much more time to find a replacement. So they could have paid £20-30m for Connor, now probably will pay £50m.
Same with Mctomminay, they probably would have gotten him for £20-30m, now it will be £50m.

Assume that they would get both McTomminay and Connor for £50m and still holding £30m, now they will pay £100m for them and be flat at the end of all this.
