Someone on twitter there suggested that deliberate handballs in the box should be a penalty and accidental handballs something like a yellow card and/or an indirect freekick at the point of the foul. That would be a good system. Also indirect freekicks in the box are very fun and should happen more often.
But tbh I think the powers that be want the rule the way it is because they want more goals. It's all about entertainment. Football is a low-scoring sport and can be boring without goals. It's no accident we're seeing more goals now, it's by design.

It is almost impossible to tell the difference between these two. Unless it is like Suarez vs Ghana type of handball. After all no player deliberately handles the ball other than maybe when they're on the goal line and suddenly become a GK.
