They'll want to have made their mind up and have it all agreed, when it gets processed/announced will be a different thing all together
I believe to coincide with the PSR rules Arsenal will need to have an outgoing player before the end of June to announce this one this month, otherwise they'd prefer it to land in the next years rules
Also, I have a feeling that if we can take advantage of a cut price player, ie Douglas Luiz / Onana that we'll prioritize those signings, because if you wait until July with those, they could cost you an extra 30m, as Aston Villa and Everton both need outgoings to help their situation

If he doesn’t decide by the weekend, we honestly need to move on because it’ll start to seem like we’re being strung along by the agent. Guy went out of his way to photographed at Arsenal and Chelsea matches, then he said a decision would be made by the start of the Euros. It’s put up or shut up time for these two.
