There is no homegrown quota.
United and Chelsea both recently signed goalkeepers for that very reason so there must be something in the rules, surely?

He might have been a 25m player if he had more than a year left on his contract...
It’s the clubs fault for leaving it to the last year of his contract to sell him for peanuts

You can’t have more than 17 non-homegrown and U21s can’t be registered as homegrown. That’s the only rules that place a restriction or stipulation on what you can and can’t have. There’s nothing that says you have to have X amount of homegrown. You submit a squad of up to 25 players so if you have 17 non-homegrown and 5 homegrown you only submit a squad of 22.
Everyone else is staying -- including Welbeck and Elneny, etc.
Everton Just sell all our dross to them.
This would be a free transfer.Everton Just sell all our dross to them.
They're getting Welbeck, they're paying a price.This would be a free transfer.
And therefore, axiomatically, bad business for Arsenal.Welbeck on a free transfer would be great business for Everton.
Not necessarily true. What is good for one is not by definition bad for the other. And therefore, axiomatically, bad business for Arsenal.
The story I've read is that Arsenal are considering letting Welbeck go to Everton on a free in January. That is good for Everton and bad for Arsenal. To save a few months wages we lose a useful squad player when the business end of the season is due to begin. Not necessarily true. What is good for one is not by definition bad for the other.
I personally hope he continues to do well until the winter break and that we then sell him for a small fee. Same for Ramsey. If they can bring in 30m together that would be good business for us.
