Looks like Arteta confirm Luiz is leaving and Saliba involvement in first team will be decided in summer.

He also say Willian and all players under contracts likely staying next season not sure what he meant about that.

Not saying there is going to be huge investment from the owners this summer, but why are people so certain there won't be? Is it just because theres been no official word from anyone within the club to say so?

How the **** do you do a deal for players when you've just announced you've got £250M burning a whole in your pocket? Every player we'd enquire about their price would be inflated by, atleast, 25% because the selling clubs know we've got the cash.
Things like " transfer war chests " are better being left quite and paper talk.

could be wishful thinking by the KSE and Arteta haters, who would be totally undermined if a warchest does indeed materialise

best not to get too emotionally involved, and just sit back with fingers crossed and await developments

and while I'm loitering in this thread, could we have a 'who the hell is he?' emoji, because I really need one at this time of the season

History is the reason. We hear this every May Arsenal feed the media these stories to calm down fans and sell season tickets. There is no logical reason to believe Arsenal will spend big this summer

That's kind of the point though. If you're flush with cash you don't start pushing the war chest narrative, it weakens your standing in the market.

Clubs that have money to spend tend to pretend they don't and clubs that don't have money to spend tend to pretend they do.

The whole war chest thing was a yearly occurrence during the Gazidis era and it never materialised. I'm shocked anyone's still falling for it to be honest.
