I do get the point on nationality. Ideally you'd want a manager to be from the nation they manage. I think very few foreigners have managed international sides to the WC / Euro title.

But realistically England aren't producing top tier managers so you should go for the best option available.

As much as I like Howe and Potter you couldn't really argue they're on Tuchels level and he is a second tier manager really tbf so it's a bit of an indictment on the English managerial scene.

You'll notice that not a single English person inquired about whether Steve Maclaren will be singing the Jamaican National Anthem now he's taken over as their manager.
