If you watch his "Arsène's 11" dvd, it's so weird it's the same manager at Highbury v Emirates...he talks about the importance of power in a team, especially in midfield, how important big characters/leaders are for squads, how important experienced players who "got the club" were ...then just stopped doing this really

The budget was the main issue, but he could have done better...doesn't take all the money in the world to find a better keeper than Almunia, or an experienced DM to take the pressure of the young players.

We spent decently on attacking players back then, could have used that money for defensive recruitment too.
