Why do you think a loss/draw percentage is a good measure of a how defensively solid a side is?

Let's take an example. In a series of 10 games:

Case A: The team concedes an average of 7 shots on target and concedes on average twice a game. They win all 10 anyway.

Case B: The team concedes an average of 3 shots on target, and concedes on average less than one goal a game. They win 9 games, and draw one.

Does the team from case A have a better defensive record than the one from case B?
