Not that these things matter, but here'd be my list. In order of priority:

Torreira / N'Dombele / Rabiot
Malcom / Dembele
Benatia / Sokratis / Evans

Would sell Welbeck, Lucas, Mustafi, Ospina, and Ramsey if necessary to fund it.

And I'd even - gasp - utilize a small amount to debt to fund if necessary. Next year we'd only be looking at acquiring a new LB, and then perhaps cover at CB and CM if needed. No reason not to go ahead and purchase the players now, especially if you think that player inflation > cost of debt.

That would be a very solid squad with a good mix of youth and experience. With 10 of the squad having 50 or more international caps. Think it’s possible to do with our budget as well.

RMC's Mo Bouhafsi just tweeted that L'Pool is in advanced negotiations with Monaco for Fabinho, fee rumored to be 50 M Euros.
I will be mightily disappointed if this happen. Fabinho could be such a great addition to our team. He would stabilize our CM instantly.
Between Fabinho at 50 M and Seri at 40, the choice is easy!
