He is in the top 3 CMs in the league when he's on it, but you can never count on that with all his injuries and process of getting back in form when he recovers. You just can't compare a desperate buy when Arsenal was in the mud, and not attractive to players, to Rice who even City wanted. Arteta wasn't at the club, plus Raul Sanllehi was pulling the strings. Partey was supposed to start a lot more last season, along with Jorginho. Havertz played a lot more LCM last season than planned because of injuries to both, especially at the start of the season. We saw that it changed when players were fit.I believe they didn’t look into his previous midfield partners enough. KWP, Soucek etc.
Otherwise they would have never have paired him with an experimental Havertz. This suggests to me that they did overestimate certain aspects to his game even if just a tad.

Rice is 2,5 years younger than Rodri, and has been an amazing buy. Those who have eyes can see it. Rodri is a unicorn player, and Rice is already close enough to his level being younger.
Complete midfielders like Vieira or Rodri are so rare that if you can be even close to that, you're a great success and top of the game.
Extending Partey mostly relates to the financial situation with all the other needs, and important contract renewals coming. And Lewis-Skelly development and path. Because of these, it's not easy to get rid of both Jorginho and Partey in the same window. Especially as the FFP limits I think are getting stricter year by year now.

Let’s be honest. When we signed Rice 15 months ago. Did anyone expect more than what we seen so far? I know I did.
