Arsenal have been caught cold in their pursuit of Jean-Michael Seri and looks set to miss out on the midfielder.
The Gunners have been very active in the transfer market this summer, bringing in no less than five players.
Lucas Torreira and Matteo Guendouzi have been the latest additions, though Unai Emery’s side continue to be linked with more recruits.
OGC Nice’s Ivory Coast international Seri has been closely monitored in the previous two transfer windows.
But the 26-year-old Seri has instead agreed to join newly-promoted Fulham in a deal reported to be worth around €26.5m, subject to receiving a work permit.
Seri previously had a release clause of €40 million (£35m/$47m) that expired on July 15 and Fulham’s swoop for the midfielder could prove to be a significant coup for the Cottagers ahead of their return to the top-flight.
Gollowing the departures of Santi Cazorla and Jack Wilshere, Emery’s side continue to be linked with other midfield targets, including Sevilla duo Ever Banega and Steven N’Zonzi.
