As I posted earlier, think it's because Leno is quicker as a sweeper compared to Martinez - even though the latter has a better passing range. I think we've seen in recent matches hints of this choice of Leno over Martinez with how Arteta wants Leno to play way up the pitch when in possession. If Martinez had Neuer's agility and pace, then it would've been a no brainer of choosing Martinez with the system Arteta is trying to run.
