If we are going back to 10 years ago let's say 2012, you can't use this as your logic because from 2002 to 2012 Chelsea, Man City, Tottenham & Liverpool were the top 4 net spender, and yet United & Arsenal were the ones that constantly finished in top 4 in those 10 years, in your logic United & Arsenal shouldn't be in top 4 most of the time from 2002 to 2012.

Klopp has just over performed by 2 places in 2 years. The previous 2 years he was 4th twice.
No it’s not irrelevant. All teams go in cycles, up and down spikes depending on different coaching abilities and transfer dealings. Liverpool are in a spike above the norm at the moment, but Klopp will leave and someone will come in who’s not as good and they’ll regress again. The constant is how much the owners are spending and that’s what will determine’s Liverpool’s finishing position long term, they will swing around that over the years, depending on how well they use that money.When they hired new manager especially when they hired Klopp, the plan was to rebuild the team for success. The success was to win UCL & PL trophies, he achieved them. So the success that Klopp achieved with Liverpool is still irrelevant to your logic to include whatever happened in the past before Klopp's era.
