Hato would be an idiot to move now, he's a starter in a team and wouldn't be that here.

I hope we go for someone like Neto, who can not only rotate with Saka or Martinelli but bench either one if they're not in form. Osimhen isn't attainable and Toney costs way too much.

But we'll probably settle for a loan for the left back version of Cedric.

He is great, but still not good enough to start for us.
I think he is to slow to play as a LB, but has the ability to play there as a inverted fullback without pace, like Zinchenko. Only thing is: he doesn't have the great pass like Zinny. Bit more stocky in his dribbling aswell.

Think he is to ''small'' as a future starting LCB.

Think he might be a great addition, but he is not needed right now. Only if Kiwior is leaving on a permanent deal.

Also think that he might sign a new contract at Ajax. He is great, but he won't be cheap. There are probably better options available (or worth a try) like Lukeba JR or Hincapie from Leipzig/Leverkussen if you want a left footed LCB.

There was some FIFA rule that stopped them from signing under 18s post Brexit. Don't know if they've changed it.
They changed it in the summer. Arsenal should have no problems regarding this as they have played English players a lot.

How does the new Home Office GBE system affect English football?

Previously, English clubs were only granted exceptions in very limited circumstances but, effective immediately, they can now sign a set number of players who do not achieve the 15 points needed to obtain a GBE from the FA.

The number of exceptions allowed is initially set at two per club, although Premier League and Championship clubs can gain an extra one or two depending on the percentage of minutes they have given to English-qualified players.

In future, a club’s allocation, from zero to four
, will be determined solely by how much they use English-qualified players – a mechanism to ensure native talent does not suffer from any additional imports.

Not everyone can be granted an exception, however; they need to be in the upper range of the point-based system or, in the case of a young player, considered good enough to improve the game in this country.

The bar is set fairly low to argue the case for a young player, though, with five domestic league appearances or one game in the Europa Conference League deemed strong enough grounds to ask for an exception.
