Issue with loaning to BPL is the player needs to be good enough to get games or he can find himself not getting a chance, especially if that side is under pressure and needs results.The loan abroad may be in at the mo but kind of daft. I just dont buy sending a kid abroad to a different style & not speaking the language is good for development.
Domestic loans picked well can be great... requires the correct manager & the correct level for player where all three parties benefit.
