Interesting article in the Telegraph today which discusses this. Apparently informed thinking is that as European players are treated like any other non-British Isles (I use this advisedly as Irish players, from the Republic, would presumably be exempted from this) more African, South American etc players will be bought.
British clubs will no longer be able to sign European players under the age of 18 and this, together with stricter policing of foreign players, will widen the gap between the "Big Six" and the rest.
FIFA are bringing in tighter rules on loans so not sure that owning, or having arrangements with, teams in the EU offer a different route. Also no idea if there are any advantages at all envisaged for Commonwealth players.
