The channel wasn't even registered so I doubt anyone will be there. I know some people go on #arsenal on EFnet though. To go there do this:

1. Start mIRC
2. Type /server irc.efnet.org -j #arsenal
3. If the nickname you chose is taken, type /nick new_nick
4. You're done.
