He should of left soon after the stadium move in my opinion. He had achieved most of the stuff he could possibly achieve.I think the dream for Wenger was to one day move from manager and work for the club in some capacity, he more or less said it recently, but Arsenal have never offered him anything.
Looking from the outside, you say lining himself so closely with the Arsenal project in the end burnt Wenger. In one interview he called himself a prisoner of some sort, as his natural personality was that of a traveller and wanderer.

We 100% need to give him some sort of role at the club, I think it's absolutely ludicrous we havent. The more I think about it the more its a no brainer. He knows the club through and through despite the issues and shortcomings in his last few years here.
