The reason why this is the case for a lot of non-Top 5 leagues/countries is because any European success is a huge thing to celebrate. Aside from that it helps the leagues/countries to rise in ranking and get more european spots for their respective teams.
Both things of which don't apply to the premier league. English teams winning or doing well in the competition isn't something special and the premier league gets all the spots it can anyway.
