They're only against it as long as they feel their share of the pie is too small. Once the top clubs have pushed UEFA far enough and they're satisfied with the amount of money they'd get, they will push their domestic leagues for it.
And then it's going to be the same **** as with Infantino being re-elected. E.g. the DFB dislikes him and is against him, but they wouldn't vote against him in fear of being sidelined and losing influence and chances re: big tournaments under his ongoing regime.
So once the first domestic leagues crumble under the pressure of their top clubs to go with the new CL/weekend, domestic leagues/weekday model, everyone else will follow due to the fear of being sidelined.
