We cannot find a better player than him with 25m! If he accepts the pay cut and agrees a deal like 120-150k, then we do something great for a young player with a lot of experiences. Just compare the other alternatives:
Fraser is already about 20-30m
Pepe: 60-80m
Zaha: great but would be around 60-80m
Malcom: 40m
Dembele: 80m
Fekir: not a real winger (more number 10) + injury problem for at least 40-50m

He was arguably more important in January than he is now tbh.

That's probably true. There are other options over the course of the summer, but he was one of only two or three in January (all of which proved to difficult to pull off considering the situation). At the time it seemed like most were against him because he plays in China (he was a money-grubber -- even though his wages aren't really that high at £170,000 a week -- or he has no ambition or he just isn't good enough of whatever the reasons given were). Maybe some aren't so picky now. I don't know. But he's certainly a quite talented player and would seem to be a good fit.

For all Emery's flaws this season, at least signings like this feel like he's addressing issues that Wenger quite likely would have left alone.

Why would Edu even be needed to make a signing? Huss Fahmy and Sanllehi would be the ones in negotiation.
