I don't see how this doesn't happen at this point. The threats of kicking clubs out of domestic leagues and banning players from international competitions are laughable.

Imagine the PL without LFC, MUFC, AFC, CFC ect, no one would watch it worldwide. Imagine the international tournaments without the best players, it just couldn't happen.

The reality is the big clubs hold all of the power and if they want this to happen, it will happen.
