Theres always going to be a human element though (someone has to watch the video). And people always make mistakes. We need robot referees.
@hydrofluoric acid is right to some extent. There can still be a debate about some things - should a player have got a second yellow card there, was there a foul in the previous phase - but in this instance he is offside.
Offside can get complicated, but this wasn’t, and they failed to use it properly.
(I don’t think he dived, I dislike Kane as much as many, but he was anticipating getting the clattering he got.)
