Actually, not in Germany either. But most refs (not all) just ignore it. Was it changed in England? Not sure.
I swear I heard it being talked about early in the season but maybe it was just speculation..?

The rule is insane. You send a guy off for denying a goal scoring chance, and then give the other team the most nailed on scoring chance possible.
