There is a caveat here that is as follows:
No epl club can exceed their previous years wage bill by more than 7m (135k/week). We reduced our wage budget through 2017/18 by about 8m through various transfers and retirements at the end of the season (mertesacker, cazorla, campbell, perez). This means that we have to trim another 16m (300k) in wages by letting players go even though we are still under budget.

Some of these wont' go, it's just hard to add up the numbers and get 300k in a way that makes sense while keeping our top earners and extending Ramsey.

In truth, we don't have any idea what the budget actually is and the club isn't going to tell us. It's all just speculation. Thus, I see no reason to worry about it. I'll just wait and see what happens.

I don't believe any self respecting manager looks beyond this. Maybe Plugdate, but that's all.I'll give you my reasons as too why I am excited about Leno.
1. It's not Cech.
2. He has made De Gea like saves before, some unreal ones.
3. He's still young.
4. 85 overall on Fifa with 88 potential, say no more.
5. There is actually a reason he has been rated so highly before. De Gea used to be awful,
